Affiliation: Rocket Grunt seems the most fitting given his history and personality.

Personality: Cobra Commander exhibits many traits that would be expected of a dictator or terrorist leader. He is extremely power hungry. His primary goal is to rule the world by any means necessary, and he considers himself the absolute ruler of Cobra. The downside of this is that he’s shown to be paranoid of any perceived attempts to take power from him, be they real or imaginary. At the same time, he is ineffective in dealing with these attempts since the person in question is usually an important part of Cobra, so Cobra Commander will usually just offer a vague threat. He also does not seem to really take an active role in managing the lower ranks and prefers to let others handle them.

He is extremely flashy, preferring over the top schemes and elaborate hideouts. At the same time, he seems to be surprised when people find out where his latest hideout is, unless of course, he planned for it to be discovered. Cobra Commander is used to having nice things such as technology or expert scientists and is not above using force to gain them. However, he usually orders someone else to get them. He is shown to be involved in battles, but is also shown to be the type to not want to get his hands dirty.

Cobra Commander is shown to have a strong sense of self preservation. Once things cease to be in his favor, he will retreat as far and as fast as his legs can take him. If given the choice between death and surrender, he will take surrender without a second thought. He can always escape to scheme another day. This also balances out his desire for power and control. If forced to follow orders in order to stay alive or safe, he will do it; although, it probably would not be without complaints. When he does have the upper hand, he’s prone to talking too much, either by mocking his enemies or giving away the finer intricacies of his plan. When they escape and foil his plan, Cobra Commander feels that is always someone else’s fault, and usually offers another vague ineffective threat about future failures.

Strengths/Weaknesses: Try to cover the good points of what they can do, their life skills (not necessarily powers, but things they're just good at). Go into their biggest fears and what they just can’t do.

One thing Cobra Commander seems to excel at is putting the right people in charge. If he is in charge of a group or putting a group together, he tends to assign the most competent people for each task. This is balanced by the fact that he does let personal grudges get in the way of assigning people which would be a weakness.

He is also good at plotting, despite the plans being ridiculously convoluted. This can be both a strength, since they can be so over the top they are impossible to predict, and a weakness, they either fall apart or have one key flaw that is overlooked.

He is shown to be relatively average in terms of combat ability, speed and stamina. This isn’t necessarily a weakness but can be since faster things can catch up with him or he may tire before they do. He also complains…he complains a lot. If something doesn’t go his way or is too difficult, he is going to whine about it and will eventually do it if no one else is around to do it for him. This is a weakness because it can drive people away and attract the wrong kind of attention at the same time.

Pokemon
Starter: Given the cobra/snake motif, I think Ekans would be the best choice for a starter.

Samples
(Please note that both samples must take place in Route_29’s setting.)

First Person Sample: Eight sentences is the minimum.

Video

[The video feed shows a rather excited sounding Cobra Commander and a rather bored Ekans.]

Good afternoon fellow Pokemon trainers. I have some valuable knowledge to share with you. My Ekans has just learned Poison Sting! That’s right! It can poison all of you and there’s nothing you can do about it. Cower before the might of Cobra!

[He proceeds to shake his fist at the camera and cackle until the recording shuts off after a few minutes.]

Third Person Sample: The minimum is 300 words. Please note that what we are looking for is an inner working into the character’s thoughts and actions, and not something that could be taken as a fanfic. You may use other characters to bounce your characters actions off of, but everything should still be from their point of view.

“This will do for now,” Cobra Commander muttered to no one in particular as he surveyed a potential camping spot for the night. According to the map he had, there was a cave to the north of him and a town to the west, but he was tired of walking. However, he had to set up camp first so there was a bit more walking left to do today. As he hunted around for firewood, he began grumbling about the various things he perceived as wrong with this place. “There’s no one to make set up a campsite, I have to walk everywhere, the people are annoying, and that infernal racket will not cease!” He yelled the last bit, hoping to silence the music he had heard since arriving here, but it was useless.

After a few more minutes of grumbling, he returned to the spot carrying the supplies for tonight’s fire. “This is what subordinates are for,” he complained, sitting down to get things started. Much to his dismay, the first few attempts were complete failures. On the fifth attempt, he succeeded in creating a spark that quickly grew into a small campfire. “Victory!” he exclaimed, laughing at his accomplishment. Take that nature, he thought; today I rule a small fire, tomorrow the world.

With his self-proclaimed victory over nature, Cobra Commander turned his attention towards the meal for the evening. Feeling like he had expended enough effort for one day, he grabbed his Pokeball and sent Ekans out. As the purple snake Pokémon lazily coiled up, Cobra Commander took on the familiar role of leader. “You! As your commander I order you to go and find dinner! Right this instant!” Ekans glanced at the sound of his master’s voice before slithering towards the warmth of the fire. Cobra Commander waited, thinking Ekans would eventually start moving. No one would dare disobey him, he thought. It soon became apparent to him that he thought wrong. Not only was his new minion not finding food, it looked like it was sleeping. “I’m surrounded by incompetence!” he screamed, wandering off to find something edible growing among the nearby vegetation.
