That would explain a number of things, but it also raises more questions. Primarily, who would have accessss to such a machine, and how does it work? Generating the power to run sssuch a thing would require an extraordinary amount of power, and the Power Plant in Kanto could hardly meet the requirements for it.

If we use the M.A.S.S. Device I mentioned earlier as an example, that required a ridiculoussss amount of power and fuel to operate, and that was just teleporting things around one world. Not between worlds and changing the individuals transported.
