[Today, Cobra Commander is once again broadcasting on the Rocket frequency. From the feed, it appears that he's in some sort of office. He’s seated a desk with a number of shipping invoices and other harbor related documents scattered on top of it.]

Thisss is Cobra Commander speaking. To those of you working on that list, what progress have you made? It’s been over a month since I last asked, so I should hope that some sort of progressss has been made. Report in if you have anything!

[Cobra Commander glares at the camera for a moment before continuing. Someone had better have something to report by now. Or else he’ll be forced to lecture people about what happens when they disappoint him.]

And in case anyone feels that they need to know what I'm doing in thisss place, the answer is work! Lots of work! I’ve recently been transferred to Vermillion City to oversssee Team Rocket’s ssshipping concerns. In addition to that, I have been conducting ssssurvelliance on an individual in thisss city! Surveillance that I believe will be well worth the time invested when it’s finished! And that's all you need to know for now!

No, no, I definitely see your point - I haven't heard of any organized military here, either. It's possible that he simply immigrated and old habits die hard, but even if that's the case, it's still a bit strange that he would continue to openly affiliate with a military from a country that would logically oppose the one he immigrated to.

What methods have you utilized thus far?

Only the basics so far. I've investigated the Gym myself, challenged it, so I've spoken with the man directly. I'm ssstationed nearby so I've been able to observe the daily traffic in and out of the building.

I've considered various forms of electronic espionage, but setting it up could be problematic.

Lt. Surge. Lt. being the abbreviation for lieutenant. A military rank. And as we both know, Kanto and Johto have no military. The man also wears fatigues and dog tags. He's obviousssly a military officer of some sort, but the question is what military?

[He's clearly put a lot of thought into this.]

I have no proof...yet, but I believe this person represents either a military force in the area that was previously unknown to us, or a foreign entity that we know nothing about!

[That does raise some questions though - war was something that seemed to confuse Executive Archer when they discussed it, and from what Archer has read, Johto and Kanto haven't participated in any wars in recent history - if any at all.]

That's entirely possible. Presumably there are other countries in this world as well - I haven't read anything about wars in these countries at all, but if he's from another one, it's entirely possible that he's here for a reason.

[If he's spying, he's doing the worst job of it ever. Frankly, Archer wouldn't put it past this world though.]
