[Behind Cobra Commander, there appears to be some sort of tarp covered object. There’s no real uniform shape to it, and the tarp does a wonderful job concealing the fact that it’s just a bunch of boxes and assorted junk he’s cobbled together to create the impression that there’s something else under there.]

I assume that many of you are wondering what thisss object behind me is? Well, wonder no longer! Thisss is what will not only assure my victory over the world, but also will be the final argument to convince ssssome of you that I, Cobra Commander, am indeed someone you should all fear!

You see, thanks to ssssome of the greatest minds to ever inhabit this place, I finally have a device capable of harnessing the forces of nature themselves! Think about that means! The weather itself is mine to command! And mine to use against my enemies!

[And it’s the same for anyone else with access to certain Pokémon attacks, but Cobra’s hoping the tarp will distract people from thinking about that.]

But I have no interest in ruling over a frozen or flooded planet. Therefore, I’ll give you all one chance to sssspare yourselves such a fate. Simply turn over one-third of all the eggs in both Johto and Kanto to me and you won’t have to experience the full power of thisss weapon! Refuse and suffer the consequences!

I will give you one week to decide! One week!

Well, it'd give you more credibility if you could explain it - you know, make who you're targeting more afraid of you and your machine. And you don't know if I would understand or not if you don't say anything. Maybe no one understands what a threat you are because you're not explaining it to them!

Perhaps you're right. Perhaps knowing about it would frighten more people! Very well then, I'll explain how it works!

[Just give him a minute to try and remember the explanation. It's been a long time since he's been home.]

It's a rather ssssimple device really. There are three major components. The Laser Core, the Hydro-Master, and the Ion Correlator. The Core works as both a battery and amplifier generating power for the rest of it while increasing its range, while the Hydro-Master and Ion Correlator are used to change the weather. And with all three at my dissssposal that means I can strike at anywhere, at any time, and with any form of weather that I choose!

[What the heck's a battery? From the sound of it it's a power source, but he doesn't want to ask. Whatever this machine is, it sounds crazy. Three, huh...]

That little thing? I can see it striking maybe one village, is that its best range? Not that one village isn't impressive, but more wide-spread coverage from one thing would spread your resources that much further.

Maybe at present, but once the Laser Core has sssiphoned enough energy from the Power Plant, it will easily be capable of ssstriking anywhere and everywhere that I wish.

It truly is a remarkable feat of engineering! Well worth the time and manpower invested into the project.

Then why just go for eggs? You could demand money, or land, or for other trainers to surrender their strongest pokémon to you? When the eggs hatch they're at their weakest, and you have to do a lot to train them up to get really strong right?

Then again, that kind of demand would probably need a demonstration. Not that your current one doesn't already.

No, no, no, none of those will work! I have money, territory is pointless if you cannot hold it, and taking a trainer's ssstrongest Pokemon is just asking for things to go wrong!

[This is one of those things that he's actually put some thought into.]

You ssssee, a trainer's strongest Pokemon has most likely been with that trainer for a long period of time and therefore most likely thinks the ssssame way they do. And that kind of thinking is mosssst likely not in line with my own! But if I get the Pokemon as eggs, I can train them as I see fit and to think exactly how I want them to think! There will be no desertion, there will be no questioning of my orders, and there will be no attempts to rebel!

And, what's keeping the authorities around here from stopping you? Are there any?

Of course there are authorities, a police force to be exact. As to what's keeping them from sssstopping me, the answer is nothing. Nothing is stopping them from attempting to apprehend me!

Nothing other than the fact that they would be crushed for even attempting to make sssuch an idiotic decision!

So if they were to barge in right now, you would still be able to stop them from getting you?
